After a renewal or an invoice, record what the vendor billed for each tool, with the invoice line as evidence. Kodebeat checks it; the fee is calculated only on confirmed lines, and on disagreement the vendor's invoice decides.

A line without evidence can be recorded, but it cannot be confirmed. The price and the seats before are taken from the contract now, so a later change to the contract does not rewrite this line.
