Tier ladders
Each tier's price per seat and the features it adds over the tier below. A run judges a seat over-provisioned when every feature it used is on a cheaper tier, and prices it at the difference. It needs the vendor's feature usage per seat, read from a usage export's features column; without it the tool is not measured.
